Auditor general releases 2010 report
Auditor general Marc Benstrong has released his 2010 report, which highlights some concerns that he expects will be discussed by the National Assembly when it reconvenes.
His office has the mandate to annually audit 42 statutory bodies – including seven which were included in the list this year – out of which he has certified the financial statements of nine of them.
Twenty six of the 42 organisations’ statements are at different stages of completion, he said, adding among those his office has no queries needing clarification are those of the Central Bank of Seychelles, the Seychelles Pension Fund, the Seychelles Civil Aviation Authority, Centre Mont Royal, Children’s Special Fund, the Seychelles Institute of Management, the National Tender Board and the Financial Intelligence Unit.
Mr Benstrong said a number of key organisations have a backlog and have not completed their audits for a year or several.
His office also audited the statements of 17 government ministries and departments and has listed 12 which have issues to clarify, for example non-compliance with standard regulations, while five were found to be “clear”.
The Oversight Committee of the National Assembly normally looks at the report and has the power to summon organisations’ representatives to explain issues that are not clear.
The committee comes up with recommendations which it presents to the government for follow up.
The respective bodies are governed by laws that are specific to them and are not uniform for different organisations, he told Nation.
